Dr Vogler was awarded her first degree in 1993 from Vienna University of Economics and Business Administration, Graduate Programme of Commerce, and her PhD in Social and Economic Sciences from Vienna University of Economics and Business Administration, Department of Economics, Social Policy Unit, in 1995.

Dr Sabine Vogler started as a Researcher in 1995 in the Austrian Health Institute Health Economics Department. Currently, Dr Vogler is a Senior Researcher and is Head of the Pharma Team (since 2004). She is also Head of the WHO Collaborating Centre for Pharmaceutical Pricing and Reimbursement Policies, which was designated at the Health Economics Department in summer 2010.

Previously, Dr Vogler was an Assistant Professor in 1995 and a Research Assistant (1992–1994), both at Vienna University of Economics and Business Administration, Department of Economics, Social Policy Unit, Vienna, Austria.

She has expertise in the analysis of healthcare systems in Europe and beyond, with a focus on pharmaceutical systems, in particular pricing and reimbursement, rational use of medicines, the distribution of pharmaceuticals and pharmaceutical policy analysis, with more than 15 years of research experience in these areas. She has in-depth knowledge on health economics analysis and evaluation, analysis of healthcare funding and expenditure, co-payments. She has been a coordinator of various large-scale projects and events at national and at EU level including Pharmaceutical Pricing and Reimbursement Information (PPRI) and Pharmaceutical Health Information System (PHIS).

Furthermore, Dr Vogler has been invited to various high-level workshops and meetings as an expert in the field of pharmaceutical pricing and reimbursement. She has been author or co-author of more than 30 published studies and is regularly invited to speak at workshops and conferences. She is a member of the Austrian Pharmacological Society, member of the WHO/HAI Global Pharmaceutical Pricing Group, member of the Piperksa group for promoting a rational use of medicines, member of the network of WHO Collaborating Centres working in the field of pharmaceutical policies.

Dr Vogler is fluent in English, French and Italian.
